When it is mandatory to consult with workers from dismissal?

 
European Union law must be interpreted as not precluding national legislation introducing an obligation for notification and consultation of workers against dismissal - within a period not longer than 90 days - 20 or more employees from the organization in an enterprise, and not when the total number of dismissals in all or some bodies of an undertaking during the same period reached or exceeded the threshold of 20 employees.
