According to the legal regulations, the number of persons who can register under a permanent and / or current address at the address of one dwelling can not exceed the twice the number of persons who can normally occupy the respective dwelling. In cases where the dwelling is inhabited only by relatives, three times exceeded. The amendments to the Law on Amendment and Supplement to the Civil Registration Act, introduced by the legislator, stipulate that the aforementioned rules do not apply in the cases of first address registration under the permanent address of the persons who have received Bulgarian citizenship under naturalization.

The amendments voted by the National Assembly clarify that more than half of the total number of councilors is present when the number of councilors present at the meeting is larger than the rest of the total number of councilors. The Law on Amendments to the Law on Local Self-Government and Local Administration also clarifies the expression "by a majority of more than half of the councilors present" - this is the case when the number of municipal councilors voted higher than the rest of the the councilors present at the meeting.
